Won't boot from CD or Image

I can't seem to get the machine to boot from my Server 2003 CD or an Image of the same disk. It sees the CD drive and the image, but when I start the virtual machine, it won't initiate. It says "Client MAC address, GUID, DHCP....." It seems like its doing something for a few moments, then it says "No boot file name received. Exiting Intel PXE ROM. Operating System Not Found."

I have gone into the BIOS and set it to boot from CD first. I have tried different settings by Editing the CD hardware. EDI 0, SCSI, etc.... If I hit F2, F8, F12 or anything like that during boot sequence I does nothing.

Because VMWare sees my cd drive, and the image, im not sure where else the problem could be?  No matter what changes I make in BIOS or in CD drive edit, the console does the same thing when it starts.  I get the same sequence and messages.

Here are my settings in CD drive edit, and i have tried many combinations with no luck:

Host Media, Connect At Power On, Physical Drive, D:, Access the Drive Directly, Adapter IDE0, 0 (CD\DVD Drive 1)

Thanks for any help!
